A new controversy erupts over Chandigarh; Centre preparing for major administrative changes

A fresh controversy has emerged over the Union Territory of Chandigarh, with reports suggesting that the Central Government is preparing to make significant changes to the city’s administrative status. Sources indicate that the Centre may soon begin the process of bringing Chandigarh under Article 240, a move that could alter its existing governance structure.
According to discussions in administrative circles, the proposed draft aims to designate Chandigarh as a “Direct UT.” This would place Chandigarh entirely under the control of the Central Government, with its administrative management coming directly under the President of India. If implemented, this could change the current framework under which the city operates.
It is believed that once Chandigarh is categorised as a Direct UT, all the rights that Punjab currently enjoys—though limited—over Chandigarh may be withdrawn. The draft proposal has sparked intense activity in Punjab’s political corridors, with several political parties and leaders strongly opposing the Centre’s move. Many have termed it a “direct attack” on Punjab’s rights, urging the Central Government to immediately withdraw the draft.
Chandigarh, though a Union Territory, has historically shared deep ties with Punjab. Punjab has long claimed Chandigarh as its own capital, and controversies over the issue have surfaced repeatedly over the years. Chandigarh currently serves as the joint capital of both Punjab and Haryana.
With the possibility of the proposed draft eliminating Punjab’s remaining administrative stake in Chandigarh, political debate has intensified. For now, all eyes are on the Centre, as the official response and further details regarding the proposed changes are awaited.
