In Himachal Pradesh’s Kinnaur district, the Congress Party has launched the ‘Sangathan Srijan Abhiyan’ (Organization Creation Campaign). Under this initiative, the appointment of district presidents will no longer be made from Delhi or Shimla, but instead based on ground-level reports.

This information was shared by AICC Secretary and Kinnaur Observer Ranvijay Singh during a media interaction in Reckong Peo.

What Ranvijay Singh Said

Ranvijay Singh stated that Congress President Mallikarjun Kharge, Leader of Opposition Rahul Gandhi, and General Secretary (Organisation) KC Venugopal believe that district-level leadership should be chosen after talking to local workers, not just on the recommendation of top leaders in Delhi or Shimla.

Earlier, district presidents were often appointed based on recommendations from senior leaders.
Now, that practice will be discontinued.

A New Approach to Organization Building

According to Singh:

• The Sangathan Srijan Abhiyan is moving forward with a fresh mindset.

• An observer will visit every district and speak with all frontal organizations.

• Findings from these interactions will be compiled into a report and submitted to the AICC.

He also said that during this appointment process across all 12 districts of Himachal Pradesh, special attention will be given to social justice.

The district president’s name will be finalized only after the complete process is concluded.

Why the District President’s Role Is Important

Singh emphasized that the role of the district president will be extremely significant in the future — from village-level work to Lok Sabha elections.

As part of the campaign, he will tour all three blocks of Kinnaur district.
