SIR Update: Massive Number of Ineligible Voters Found in Bareilly Division

During the Special Intensive Revision (SIR) of the electoral rolls, nearly 20 lakh (2 million) voters were found ineligible out of a total 96 lakh voters across the four districts of Bareilly division—Bareilly, Badaun, Pilibhit, and Shahjahanpur.


🔴 Worst-Affected Assembly Constituencies

  • Bareilly Cantt Assembly Constituency

    • Total voters: 3.83 lakh

    • Ineligible voters: 1.38 lakh (about 36%)

  • Bareilly City: 35.89% ineligible voters

  • Shahjahanpur Nagar: 33.84% ineligible voters

The number of ineligible voters in these constituencies is large enough to decide the outcome of an assembly election.

⚠️ Major Reasons for Ineligibility

  • Names of deceased voters still on the rolls

  • Voters shifted to other locations for work or residence

  • Tenants preferring to register at their native places

  • People owning multiple houses and voting from villages

  • Development of new colonies after 2003

  • Employee transfers to other cities


🏘️ Highly Affected Areas

More than 52 polling booths in Bareilly recorded a high number of deceased, shifted, or absent voters, especially in:

  • CB Ganj

  • Maheshpur

  • Pir Bahora

  • Kurmanchal Nagar

  • Defence Colony

  • Railway and Labour Colonies

Closure of factories in CB Ganj industrial area and employee transfers from railway and institutional colonies contributed significantly.


🧾 Administrative Response

  • Divisional Commissioner Bhupendra S. Chaudhary expressed shock at the figures

  • Ordered senior-level investigations in the worst-affected constituencies

  • Directed re-verification across other areas

  • Emphasized that no errors will be tolerated in electoral rolls


🏛️ Political Parties & BLA Appointments

  • BSP: 3,494 Booth Level Agents (highest)

  • BJP: 3,489

  • SP: 2,678

  • Congress: 2,101

  • Other parties: none

⚠️ Despite this, many BLAs did not attend the scheduled SIR meetings, delaying voter verification efforts.
