Chandigarh, June 30:
M/s Manohar Infrastructure and Constructions Pvt. Ltd., a real estate developer operating in the Mullanpur (New Chandigarh) region, is facing a series of serious allegations involving fraud, cheating, and breach of trust in connection with its Palm Garden project.

According to official sources, multiple homebuyers have accused the company of collecting large payments without securing mandatory project approvals. A local court has already ordered the registration of a First Information Report (FIR) against the firm for this violation.

In one case, a buyer stated that despite paying a substantial amount over a decade ago, they have not received possession of their promised plot. “We were told the plot would be delivered in two years, but after 10 years, there is nothing,” the complainant said.

Further allegations include the unauthorized sale of plots, non-approval of layout plans, and dishonored cheques issued to investors, which have resulted in complaints of criminal breach of trust and fraud.

The Economic Offences Wing (EOW) of the Chandigarh Police has initiated criminal investigations under several sections of the Indian Penal Code (IPC), including:

  • Section 406 – Criminal breach of trust

  • Section 420 – Cheating

  • Section 464 – Forgery

  • Section 120B – Criminal conspiracy

The Real Estate Regulatory Authority (RERA), Punjab, has also taken cognizance of the matter and recommended criminal action against the developer for engaging in unfair trade practices and failing to disclose the lack of necessary approvals.

Buyers have approached the police, consumer courts, and RERA seeking refunds and legal remedy. Investigations are ongoing, and further legal action is expected.
